What is risk threshold?

Risk threshold is the classification of keywords into three category based on the frequency of the keyword. 
For example - While creating custom policy, user enters keyword as "healthcare", while setting up the risk threshold, they should consider the frequency of the word. 

Let's assume - 

High - 20

Medium - 10

Low - 8
