Resolve Microsoft Entra restore error 'Microsoft Entra Premium license required'

Microsoft could not process an advanced Entra feature because the organization does not have the required Microsoft Entra ID Premium P1 or P2 license.

Applies to: Microsoft Entra backup and restore operations

 When this error appears

  • SysCloud accesses a Microsoft feature restricted to an Entra ID Premium subscription.
  • Common examples include PIM, Identity Protection, entitlement-management features, risk-based Conditional Access settings, and some named-location capabilities.
  • Microsoft reports that the organization is not licensed for the feature.

 Why this error occurs

Microsoft controls access to premium endpoints based on the organization’s active subscriptions. The exact license depends on the feature; many PIM capabilities require P2, while other capabilities may require P1 or P2.

 Before you begin

  • Identify the affected Microsoft Entra feature.
  • Confirm whether Microsoft requires P1 or P2 for that feature and review the organization’s active subscriptions.

 Resolution

1. Open the Microsoft 365 admin center.

2. Go to Billing > Your products and review the active Microsoft Entra subscriptions.

3. If the required subscription is missing, purchase or provision Microsoft Entra ID Premium P1 or P2 through your organization’s licensing process.

4. Assign licenses to the required users when Microsoft’s licensing rules require user-level assignment.

5. Wait until the subscription is active.

6. Retry the affected backup or restore operation.

 Verify the resolution

Confirm that the premium subscription is active and that the affected feature can be accessed and processed.

 If the error continues

Confirm that the subscription tier matches the specific feature requirement. If licensing is active but AP1019 continues, contact SysCloud Support with the feature, job ID, and error code.
