Can I restore the file(s) with its parent message from the Workspace files tab? 

No. Restoring from the workspace files tab will only let you restore the file as a new message in the associated channel. 

To restore the file along with its parent message, the admin will have to find the messages in the archives tab. Instructions to restore a thread can be found here https://help.syscloud.com/restore-slack-threads.
